An intoxicated man created a disturbance in a parking lot on Chelsea Street Thursday afternoon. Officers warned the man that he was creating a disturbance and urged him to return to his nearby apartment. He complied and officers left. However, hours later, officers were dispatched to the area of London Road where the man was creating another disturbance. During this encounter, a second man walked up to police and began to inquire about his friend. While officers spoke to the second man, they noticed a large lump under his shirt and suspected he was concealing something. When questioned, he produced a bottle of wine. It was determined that the wine was stolen from a nearby Dollar General Store. The first man was transported and released to a sober adult and the second man was charged with petty theft and issued a summons to appear in court.
