July trial set for former Delaware County jailer

A July trial date has been set for a former corrections officer at the Delaware County Jail charged with tampering with records.

Joshua Scott Young, 33, of Delaware appeared in Delaware County Common Pleas Court on Monday and entered a not-guilty plea to one felony charge of tampering with records as well as misdemeanor charges of tampering with records and falsification.

Delaware County Common Pleas Judge David Gormley accepted his plea and scheduled a jury trial for July 21. The trial is estimated to last two days, court documents indicate. A pretrial hearing has been set for June 24 at 12:30 p.m.

Gormley released Young on an recognizance bond and did not require him to post bail.

A special prosecutor, Allen County Prosecutor Juergen Waldick, is representing the state in the case. Officials from the Delaware County Prosecutor’s Office said special prosecutors are appointed to cases when there is a potential conflict of interest.

The indictment states that on Jan. 5, Young “did falsify, destroy, remove, conceal, alter, deface, or mutilate any writing, computer software, data, or record” and stipulates that the record in question belongs to a government entity, namely the county jail.

Waldick did not elaborate on what type of records Young is alleged to have tampered with.

Delaware County Sheriff Russell Martin said the corrections officers are required to keep detailed logs of activity at the county jail. Martin said the charges have to do with the activity logs Young kept at the jail.

Martin said other employees at the jail came to sheriff’s office management and expressed their concerns about Young and the records he was keeping.

Martin said Young was placed on paid administrative leave and an investigation was begun.

“We realized we might have some potential criminal violations and determined to have one of our detectives review the claim,” Martin said on April 1.

The indictment states the alleged misconduct took place on Jan. 5. Martin said the investigation was started shortly after that.

Martin said Young resigned from his position at the jail during the investigation.
