Kyle Rohrer was sworn in as a member of Delaware City Council by Delaware County Prosecutor Carol O’Brien as his family looks on Monday night at City Hall. Rohrer was elected earlier this month to serve the city’s 4th Ward. Also during the ceremonies, at-large councilman Kent Shafer was named vice mayor. Council next meets on Nov. 23.
