WASHINGTON — The Army inspec­tor gen­eral is con­duct­ing a system-wide review of men­tal health facil­i­ties to deter­mine whether psy­chi­a­trists over­turned diag­noses of post-traumatic stress dis­or­der to save money, a move that comes as the case of a U.S. sol­dier sus­pected of killing 16 Afghan civil­ians has brought fresh atten­tion to the strains of war.

Blast kills Iran nuclear expert amid ‘covert war’

TEHRAN, Iran — It seemed a clock­work killing: Motor­cy­cle rid­ers flashed by and attached a mag­netic bomb onto a car car­ry­ing a nuclear sci­en­tist work­ing at Iran’s main ura­nium enrich­ment facil­ity. By the time the blast tore apart the sil­ver Peu­geot, the bike was blocks away, weav­ing through Tehran traf­fic after what Iran calls the lat­est strike in an esca­lat­ing covert war.

Pakistan fires defense secretary, escalates crisis

KABUL, Afghanistan (AP) — The out­go­ing com­man­der of U.S. and NATO forces in Afghanistan said Mon­day that the focus of the war will shift in com­ing months from Tal­iban strong­holds in the south to the east­ern bor­der with Pak­istan where insur­gents clos­est to al-Qaida and other mil­i­tants hold sway.

Libya says NATO airstrike kills 15 west of capital

SURMAN, Libya (AP) — Libya’s gov­ern­ment said a NATO airstrike west of Tripoli early Mon­day destroyed a large fam­ily com­pound belong­ing to a close asso­ciate of Moam­mar Gad­hafi, killing at least 15 peo­ple, includ­ing three chil­dren. It was the sec­ond claim of civil­ian deaths at a home in as many days.

Libya says 9 civilians killed in NATO airstrike

TRIPOLI, Libya (AP) — Libya’s gov­ern­ment said NATO war­planes struck a res­i­den­tial neigh­bor­hood in the cap­i­tal Sun­day and killed nine civil­ians, includ­ing two chil­dren. Hours later, NATO con­firmed one of its airstrikes went astray.
