Army examining mental health programs

WASHINGTON — The Army inspec­tor gen­eral is con­duct­ing a system-wide review of men­tal health facil­i­ties to deter­mine whether psy­chi­a­trists over­turned diag­noses of post-traumatic stress dis­or­der to save money, a move that comes as the case of a U.S. sol­dier sus­pected of killing 16 Afghan civil­ians has brought fresh atten­tion to the strains of war.

These dev­as­tat­ing injuries affected unit morale. And they gave rise to talk on the bat­tle­field that some troops had made secret pacts not to help each other sur­vive if they were so severely injured, a new report said Tuesday.

A lawyer for a Lib­erty Town­ship sur­geon accused of forg­ing pre­scrip­tions for pain med­ica­tions has asked a Delaware County judge to enroll him in a drug treat­ment pro­gram that, if he com­pletes it suc­cess­fully, would drop the felony charges against him.
